This position is responsible for oversight and administration of all activities related to establishment of the Summer Youth Employment Program (SYEP), a subsidized employment initiative that will allow up to 600 economically disadvantaged youth between the ages of 16 – 18 the opportunity to secure gainful employment and work experience during the summer months.
This is a grant funded position and is subject to the terms and duration of the grant for the Summer Youth Program. However, at this time, we anticipate that funding for the continuation of this position will be provided.

Duties and Responsibilities
Manage and supervise all administrative functions of the SYEP ensuring that program objectives are met.
Supervise and oversee all SYEP staff ensuring compliance with WorkForce One policies and procedures.
Determine training needs of staff and ensure proper training is provided.
Maintain and update all SYEP manuals including but not limited to the site supervisors manual, participants' handbook and the operations manual.
Direct and oversee SYEP participant recruitment activities for participants and employers.
Conduct presentations as needed.
Assess and resolve operational and SYEP staff issues in conjunction with WorkForce One staff as needed.
Monitor and ensure accuracy of all program documents including participant files to ensure compliance with relevant rules, regulations and guidelines.
Identify and secure contracts for worksites and coordinate all activities with contractors.
Participate in the recruitment and selection process to recruit, select and hire needed program staff.
Provide on-going technical assistance, consultation and guidance to contractors to assist them in meeting or exceeding established goals.
Verify that contractors are in compliance with contracts.
Conduct contractor site visits, to ensure compliance with program requirements and to provide training and technical assistance. Maintain on-going communications with contractors.
Prepare and monitor SYEP budget. Identify and resolve budget variances.
Act as liaison between WorkForce and the local entities participating in the program.
Coordinate program activities with other support services agencies in the county.
Prepare a variety of weekly and monthly reports as required.
Coordinate activities with other WorkForce One departments as necessary.
Participate in agency’s quality improvement initiatives by continually focusing on strategic planning and improving customer service.
Communicate with coworkers, management, staff, clients, the general public, and others in a courteous and professional manner.
Conform with and abide by all regulations, policies, work procedures, and instructions.
Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.
May be assigned other responsibilities on a temporary or ongoing basis as necessary for the delivery of quality service within the Program.
Education and/or Experience
A Bachelor's degree in business administration, education, social sciences, or related field is preferable. Five years or more experience managing youth employment & training or similar programs with demonstrated success. Experience in counseling, social work or relevant experience developing and/or coordinating and managing programs, with at least one year of supervisory experience, is necessary.
