Job Description
Summary
Planning and coordinating quality management program activities to ensure compliance with applicable federal and state regulations, including conducting Quality Assurance data collection, analysis and continuous quality improvement activities in support of achieving the organization’s performance goals. Perform grant-writing activities to meet agency needs.
Duties and Responsibilities (Other duties may be assigned)
Conduct program research seeking out innovative and best practices for employment and training programs, labor market information, and quality management programming. Assist Operations Department to support timely compliance with quality assurance protocols. Attend monitoring reviews with Program Managers and conduct QA/Contract Compliance reviews. Compile required reports. Disseminate information resulting from monitoring efforts. Identify programmatic and operational trends and recommend options for improvement. Update existing publications, reports, lists, plans, maps and other documents. Track submission and implementation of corrective action plans. Write plans and agendas for WorkForce One activities; plan conferences, trainings and coordinate/attend various community meetings. Assist with the implementation and annual review of the WorkForce One Quality Assurance Plan, data collection, Quality Assurance program monitoring and reporting. Evaluate quality management systems to ensure accuracy and completeness with regard to federal and state programmatic and operational requirements. Obtain, monitor and analyze system-wide customer service and performance management data to develop process improvements and make recommendations for systematic change. Serve as lead staff on development and implementation of agency-wide survey management system. Spearhead customer satisfaction data collection and measurement efforts; proposal development, grant writing, and coordinate continuous and process improvement projects. Manage policy review process to ensure periodic review and updates of organizational policies to ensure procedural compliance in all areas of agency operations. Write policies as needed. Provide technical assistance to operational and executive personnel in planning and assessing programs and other WorkForce One activities. Assist in the resolution of customer service issues, collect data for the preparation of QA reports; analyze, trend, develop and implement corrective action strategies. Research grants appropriate to support the workforce development mission; lead collaborative grant writing teams, representing WorkForce One on collaborative grant applications and, serving as the lead writer for agency grants. Maintain the agency’s state grant log by reporting local grant activities. Conduct program research seeking out innovative employment and training programs, quality management programming, and potential grant funding. Prepare and disseminate a variety of monthly, quarterly and annual reports including program reports, surveys and quality management reports. Requirements
A Bachelor’s degree in business administration, social work or a related field plus a minimum of five years relevant work experience in public or private sector is required. A minimum of 2 years of grant writing experience preferred.
Education and/or Experience
A relevant combination of experience and specialized training may be substituted for the bachelor’s degree. Incumbent must be experienced in and demonstrate strong oral and written communication skills. Incumbent must have prior experience achieving excellence, demonstrating continuous improvement.
Must possess good presentation and public speaking skills. Strong ability and demonstrated experience in balancing multiple priorities, meeting deadlines, working independently and achieving assigned tasks are required. Must be proficient in all Microsoft Office applications and possess extensive Word and Excel skills, possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
