Latin America’s current scenario is captured by the problems of three populist governments: Venezuela, Bolivia and Argentina. Are they winning or has their decline begun?
The best known hardships are the circumstances which Nicolas Maduro faces. The illegitimacy of his Government does not generate doubts: Additionally to the fraudulent nature of the elections which named him as the winner, there are the actions of violence against the opposition members of the National Assembly, and the conditions of the economic situation. His recent tour of Brazil, Uruguay and Argentina has demonstrated his need to buy support. He has undertaken the single argument to consolidate such support by guaranteeing the supply of fuel to these three countries. This would be the explanation of Dilma Rousseff’s and José Mugica’s behavior, unmoved before the clearly dictatorial and illegitimate figure of Maduro. The case of Argentina has different nuances.
With Venezuela’s electoral fraud barely sustained, the Socialism of the XXIst Century has already launched the electoral fraud for the Bolivia elections in December 2014.
Electoral fraud has begun with Evo Morales’s intention to be the Presidential candidate for a third consecutive time, even though the country’s Constitution –which he designed, and it has destroyed all of the Bolivian democratic institutions- does not allow it.
In order for the machinery to work and allow indefinite electoral triumphs, Morales needs to be candidate, but because the Constitution forbids it, he has asked his Constitutional Court for an resolution that will quickly enable the “cocalero” leader the possibility of a third election.

CALLS FOR ACTION FROM DEMOCRATIC GOVERNMENTS TO ADDRESS THE SITUATION IN VENEZUELA
The images of physical attacks on the opposition’s Congress members in Caracas have circulated the world.
The regime in Venezuela has just added to its illegitimacy the use of violence to silence the opposition. There are no doubts about the dictatorial and violent nature of the Government of Nicolás Maduro and his henchmen, and nothing can be expected at this time for Democracy to survive.
Given this hurtful reality, it is inexcusable the complicity- either by action or failure to act-of Governments of the rest of the world, and especially from Latin America- by being impassive to this institutional and physical violence, they are infringing with their indifference all international agreements to which they are signatory to the defense of democracy.
So…What is Democracy?

Any dictionary will define it as the "Form of Government of free people, where citizens are equal before the law". A scholar will say that democracy is the "Organization of States where the people make decisions through their elected representatives." President Abraham Lincoln defined the democratic system as the "Government of the people, for the people, by the people."
The term "democracy" originated in Athens (500 BC) 2,500 years ago when the Greeks of that time joined two words "demos" which translates as "people" and "kratos" which means "power".
Among the three golden rules of the democratic system, the one that has caused the most controversy, confrontations, violence and civil wars, is the one related to the electoral system applied to the renewal of new rulers and of free periodic elections.
Fraud is an action which is contrary to the truth and righteousness to the detriment of the person against whom it is performed. In the electoral process, fraud is premeditated and deliberated in order to modify the results. Electoral fraud directly impacts public order because it is made against all of society, whose free will is also altered and falsified.
Elections are not the same as Democracy, but it is an element of it, the vote is only part of the electoral process. Electoral fraud can be realized before, during, or after the vote is casted.

A Commission created from the principle that elections aren't democracy, but they are essential elements of it; the objective is to make elections fair, i.e. free of fraud or suspicion.
If we can do a classification to differentiate today the countries of the Americas, the most appropriate is that of countries with democracy and countries with non-democracy. In the first, freedom is respected, governed by the rule of law, and they are predictable.
In non-democratic countries freedom is infringed, a dictatorial or totalitarian project changed the institutional framework, creating its own legality (which is not legitimate or lawful) to ensure the perpetuation of the warlord in power; they are States with persecuted, imprisoned or exiled politicians, in which elections are the shield to shelter in the shade of a democracy that no longer exists
What Venezuela is living after the presidential election of April 14, is just the predictable result of elections that take place in countries without democracy. This is the reality for those who conceived the 21st Century Socialism. They prepared to stay in power using a fraudulent institutionalized system to "win" elections and simulate a democracy.
Enrique Ros was a strong advocate and supporter of liberty for a free and democratic Cuba. Mr. Ros passed away on Wednesday, April 10th, at the age of 89 years old. Mr. Ross was born in Cuba on June 28, 1924, he became a businessman, writer and historian, authoring 19 books chronicling Cuba’s history and local politics. Enrique Ros was one of the great intellectual forces of the Cuban exile community. He was a passionate defender of human rights, and advocate for the Cuban people’s freedom. His legacy will forever live on in the defense of these virtues. Our condolences to his family and loved ones. Enrique Ros has left an irreplaceable void in our community.

Osvaldo Hurtado: "XXIst century dictatorships do not physically kill citizens, but they do morally."

Former President of Ecuador, Dr. Osvaldo Hurtado Larrea, successfully ended the visit to Miami where he presented, at the invitation of the Interamerican Institute for Democracy, his most recent book "Dictatorships of the XXIst Century, the Ecuadorian case".
The presentation of the event, which featured a large group of guests of multiple nationalities, was conducted by Dr. Guillermo Lousteau, President of the IID, the renowned writer Carlos Alberto Montaner and Dr. Carlos Sánchez Berzaín.
Everything seems to indicate that there is a serious confusion regarding the substantial difference between democracy and the Republic. Facing the present situation which somewhat blurs the regime successfully initiated by the Founding fathers in the Constitution of 1787, Americans seem to have fallen in that confusion.
No one rose to power with methods more democratic than Hitler but can hardly regard this as a democratic leader because despite having been elected with large majority used his mandate to destroy every trace of it. Would that other criteria should have been respected? The alternation of the mandate, strict respect for freedom of the press, a framework of pluralism and tolerance towards minorities and the will not to get hands on the other powers to achieve the independence of these.

It’s a great pleasure to be here tonight with all of you. I’m especially pleased that we are joined by my old friend Huber Matos, whom I have not seen for many years. We met first in January 1980 when I helped organize a dinner welcoming him to New York after he had spent twenty years in Castro’s prisons. Later that year I joined him in Caracas when he launched Cuba Independiente y Democratica. So it’s wonderful to see Huber again and looking so much younger than his 90 years.
